Government releases full pay structure for police officers as salary increases (DETAILS)
The government has released the new pay structure for National Police Service officers following the completion of a three-year phased salary review aimed at improving the remuneration and welfare of security personnel.
The Ministry of Interior and National Administration said the review, which began in 2024 and concluded in 2026, implemented recommendations of the National Taskforce on Improvement of the Terms and Conditions of Service and Other Reforms for Members of the National Police Service.
On September 2, 2026, the ministry stated: “A report gathering dust does not increase salaries. One of the key recommendations of the National Taskforce on Improvement of the Terms and Conditions of Service and Other Reforms for Members of the National Police Service was salaries.
“Today, the entry-level basic salary for officers graduating from police training colleges has risen from Ksh.20,390 to Ksh.38,975, while a serving Police Constable now earns up to Ksh.57,700, compared to Ksh.29,296 previously. This phased remuneration review that began in 2024 and concluded in 2026, delivered increases of up to 40% for the lowest cadre officers.”
The salary review followed the work of the taskforce appointed by President William Ruto in December 2022 and chaired then by former Chief Justice David Maraga.
The taskforce submitted its report in November 2023 after its mandate was expanded to cover the National Youth Service. It made 598 recommendations, including 271 specifically targeting the National Police Service.
The government subsequently developed an implementation framework to coordinate the recommendations. A National Steering Committee, chaired by Internal Security Principal Secretary Raymond Omollo, oversees implementation, supported by a technical committee handling legislative and policy reforms.
The reforms have also focused on career progression within the police service.

In 2025, the National Police Service Commission promoted 1,957 long-serving police constables aged 53 and above. Additional officers were promoted across the ranks of Chief Inspector, Inspector, Senior Sergeant, Sergeant, Corporal and Constable.
The government has also resumed nationwide recruitment after a freeze that lasted more than three years.
The 149th Kenya Police Service pass-out parade, presided over by President Ruto, marked the latest intake of officers into the service.
Housing is another area covered under the government’s reforms for security personnel.
The government is constructing police housing units at stations across the country under the Affordable Housing Programme.
A total of 27,000 housing units have been earmarked for police officers, with the programme expected to replace old and dilapidated housing structures commonly referred to as “mkebe”.
Besides basic pay, officers receive house, commuter and other allowances depending on their rank and station.
The government says the measures are part of efforts to implement recommendations on police welfare, career progression, recruitment and housing while improving conditions of service across the National Police Service.
