PSC, SHA hold talks on redeployment of former NHIF employees
The Public Service Commission (PSC) has hinted at the smooth redeployment of former National Health Insurance Fund (NHIF) employees who were not absorbed into the Social Health Authority (SHA) to various government ministries and agencies.
The plans emerged after PSC Chairperson Francis Meja held a consultative meeting with SHA Chairperson Abdi Mohamed and his team at the Commission’s headquarters on July 7, 2026.
During the meeting, SHA revealed it is nearing the end of recruiting staff under its approved establishment, a process that has left hundreds of former NHIF workers without slots.
“The Public Service Commission and Social Health Authority (SHA) have assured former employees of the National Health Insurance Fund (NHIF) of smooth redeployment into the mainstream public service,” stated PSC.
As a result, all the unsuccessful former NHIF employees have officially been handed over to PSC, which now bears the responsibility of placing them elsewhere in government.
So far, 1,158 officers have been released for deployment in phases, with the current batch alone accounting for 885 officers awaiting placement across different ministries, departments, and agencies.
Both the Commission and SHA reaffirmed that they would keep working closely with all relevant stakeholders to guarantee a smooth and timely onboarding process for the affected officers.

The redeployment saga traces back to the collapse of NHIF, which at its closure in late 2024 had 1,737 permanent and pensionable employees on its books.
When SHA was created to take over health insurance functions, only 815 of these former NHIF staff members were approved to transition into the new outfit.
That left a staggering 922 ex-employees without a home at SHA, all of them marked for redeployment to other ministries and state agencies through PSC.
For many of these workers, the wait has not been easy, with over 200 of them reportedly experiencing prolonged delays and uncertainty over where they would eventually land.
Despite the frustration, these unabsorbed staff have continued receiving their salaries, remaining on the government payroll even as their placement dragged on.
The transition also left behind a staggering Ksh33 billion in unpaid claims to healthcare providers, accumulated over the years before its dissolution in late 2024.
