Arrest warrant is issued for Isiolo Governor Abdi Guyo
The Senate County Public Accounts Committee (CPAC) has directed the Inspector General of Police, Douglas Kanja, to produce Isiolo Governor Abdi Guyo before Parliament after he failed to honour a summons.
Speaking during the committee meeting with officials from the Isiolo County Government, CPAC chairperson Moses Kajwang gave the orders, citing frustration over what he described as the governor’s repeated failures to honour invitations to appear before the Senate.
According to Kajwang, the committee was invoking its constitutional powers under Article 125 of the Constitution and the Parliamentary Powers and Privileges Act, arguing that the law provides a mechanism for compelling the attendance of witnesses who fail to appear before Parliament.
“We are short of time because we must close the 2024/2025 financial year to give way for the 2025/2026 audits. We don’t have the luxury of writing love letters and pleading with the governor,” Kajwang stated.
“We will not be bogged down in semantics of summons and invitations. We hereby direct the Inspector General of Police to produce the Governor of Isiolo to the Senate on Monday, July 20, at 2 pm.” he added.
According to the Senate committee, it had exhausted other avenues to secure Guyo’s attendance, noting that invoking the law was necessary to enable it to complete its work.
According to the county government’s representatives, the governor missed the summons due to engagements with the County Assembly, an explanation that the senators rejected.

The latest arrest directive renews an ongoing escalation between the governors and the senate after the county bosses raised concerns over the senate’s conduct of issuing arrest orders.
The orders come months after the dramatic attempted arrest of Nairobi governor Johnson Sakaja, which followed orders of the same CPAC committee.
Police had camped at City Hall on Monday, March 30, in a bid to arrest the governor for failing to appear before the County Public Accounts Committee (CPAC), chaired by Homabay Senator Moses Kajwang.
Sakaja dismissed claims that he deliberately avoided the summons, noting that he was following a collective resolution by the Council of Governors not to appear before the committee.
At the same time, the council also went to court seeking orders barring senators from issuing warrants of arrest to county bosses.
However, the court declined to issue orders blocking the directive, noting that the Senate or any parliamentary committee can act as a court during special grilling sessions and can issue the orders if anyone summoned to appear before it refuses or fails to honour the summons.
