The Director of Public Prosecutions (DPP), on Tuesday, August 25, filed extradition proceedings against a Chinese national wanted by the Government of Uganda over fraud.
According to the DPP, the 39-year-old man faces criminal charges in Uganda over an alleged fraud amounting to Ksh151 million (UGX 4.5 billion).
The Prosecution confirmed that Uganda had written a formal request on June 10, 2026, seeking the extradition of the accused.
“Chen Guang, alias Alex, is accused of manipulating weighbridge bills and payment vouchers during his employment as a cashier at Diamond Steel Uganda Limited.
“He allegedly exploited his access to the company’s payment documentation and financial processes to facilitate the offences,” the statement read.
In the request made to the Office of the Attorney General, Uganda requested Kenya to endorse and enforce a warrant of arrest issued by the Chief Magistrate’s Court in Mukono, Uganda, and facilitate Guang’s extradition.

The suspect had been arrested on August 11 at the Jomo Kenyatta International Airport by officers from the Directorate of Immigration Services upon arrival from Harare, Zimbabwe.
“Prosecution Counsel Fatma Shaban urged the court to order that Guang be surrendered to the Republic of Uganda to face 30 counts of forgery and one count of theft,” the DPP wrote.
Shaban further opposed a petition by the suspect’s counsel for the court to release him on bond, stating that he was a flight risk.
She added that he should remain in custody pending the hearing and the determination of the extradition proceedings. Senior DPP Vincent Monda led the case.
Earlier, officers from the Ethics and Anti-Corruption Commission (EACC) had arrested two police officers attached to the Kenya Power Coast Regional Office.
EACC claimed that the suspects, Inspector Benjamin Ochieng and Corporal Said Bakari, allegedly demanded a Ksh100,000 bribe from a complainant after accusing him of illegally connecting electricity at his residence in Bombolulu.
The officers are accused of demanding the money as a condition for dropping investigations into the alleged illegal electricity connection.
