IEBC appoints Ruth Kulundu as new acting CEO

The Independent Electoral and Boundaries Commission (IEBC) has appointed Ruth Kulundu as acting CEO and Commission Secretary, taking over from Moses Ledama Sunkuli whose six-month tenure in the position ended on Tuesday.

In an internal memo dated August 4, 2026, IEBC chairman Erastus Ethekon said Kulundu would assume the position effective August 5.

Kulundu will serve for two months or until the recruitment and appointment of a substantive Commission Secretary and CEO is completed, whichever comes first.

“The Commission has appointed Ruth Kulundu to the position of Acting Chief Executive Officer/Commission Secretary, effective 5th August 2026,” Ethekon said in the memo addressed to all staff.

He asked IEBC employees to extend their full cooperation and support to Kulundu during the transition to ensure the commission’s operations continue to run smoothly and efficiently.

“During this transition, the Commission requests all staff members to extend their full cooperation and support to Ms Kulundu to ensure our operations continue to run smoothly and efficiently,” the chairman said.

The appointment comes as the electoral agency undertakes the recruitment of a substantive CEO and Commission Secretary ahead of the 2027 General Election.

Kulundu’s appointment provides continuity at the commission’s secretariat as the recruitment process proceeds.

The IEBC chairman also thanked Sunkuli for his service during the period he served as acting CEO and Commission Secretary.

“The Commission wishes to take this opportunity to thank Mr Moses Ledama Sunkuli for his services during the six months he acted as CEO/Commission Secretary which expired today,” Ethekon said.

Sunkuli took over the acting role earlier this year following the exit of former IEBC CEO Marjan Hussein Marjan.

His six-month acting tenure formally ended on August 4, paving the way for Kulundu to assume the position.

The changes come at a critical period for the electoral commission as preparations for the 2027 General Election gather pace.

IEBC is expected to undertake several key activities ahead of the polls, including voter registration, electoral technology preparations, boundary-related processes and engagement with political parties and other stakeholders.

The recruitment of a substantive CEO and Commission Secretary is therefore expected to be closely watched as the commission works to strengthen its secretariat ahead of the next General Election.

Kulundu will now oversee the day-to-day administration of the commission during the two-month transition period or until a substantive office holder is appointed.

The appointment was communicated to IEBC staff through the memo signed by Ethekon on August 4.
