IG Kanja given 10 days to arrest Governor Abdi Guyo

The Senate Public Accounts Committee has directed Inspector General of Police Douglas Kanja to arrest and produce Isiolo Governor Abdi Guyo before the committee.

The directive, issued by the committee chaired by Homa Bay Senator Moses Kajwang, followed the governor’s failure to appear before the committee on July 27 at 2pm as required.

According to the committee, Governor Guyo had issued an apology letter on July 16, stating that he would not be able to attend the Senate proceedings owing to county engagements and requesting that his appearance before the committee be rescheduled. 

“We regret to inform you that his excellency will be unable to attend the meeting on the scheduled date due to prior official engagements that had been confirmed before the receipt of the invitation. In view of this, we request the rescheduling of the invitation,” the letter read. 

However, the committee said it was not satisfied with the explanation provided through the letter. 

Senator Kajwang noted that both the county government of Isiolo and the Auditor-General only received copies of the communication at 12:30pm on the day Governor Guyo was expected to appear, describing the process as flawed and accusing the governor’s office of non-cooperation.

Following the developments, Senator Kajwang demanded that IG Kanja arrest and present the governor before the committee, saying the Senate needed answers on where the communication breakdown occurred.

The committee also wanted IG Kanja to appear during Governor Guyo’s scheduled appearance to explain why previous efforts to enforce a similar arrest directive issued on July 9 had failed.

Governor Guyo is required to appear before the Senate to respond to audit queries concerning the utilisation of billions of shillings allocated to Isiolo County.

The committee said the governor had established a pattern of failing to honour summons, noting that similar concerns had emerged over the past two financial years despite repeated attempts to have him appear.

“We wanted to be extremely careful to ensure that there was fair administrative action, to ensure that all the internal processes had been exhausted before asking the IG or police to produce the governor,” Senator Kajwang stated.

“We are convinced that we have been fair administratively, we are convinced that we have given appropriate notices, we are convinced that we have repeatedly attempted to have the governor appear before us through invitations and he has chosen not to through summons.”

Beyond the Auditor-General’s audit queries, the committee also invited the Ethics and Anti-Corruption Commission (EACC) to investigate possible misuse of public funds, insisting that county resources must be subjected to accountability.

The committee further warned that Nairobi Governor Johnson Sakaja and Garissa Governor Nathif Jama Adam were also on its radar after allegedly failing to honour Senate summons.

Senators said county bosses must respect oversight processes, noting that billions of shillings allocated to counties require proper scrutiny and accountability.
