Ministry of Education to review university courses ahead of CBET rollout
The Ministry of Education has announced plans to assess the progress of Kenyan universities in the transition to Competency-Based Education and Training (CBET), seeking consultants to examine both the implementation of the new approach and the academic programs offered by institutions.
In separate tender notices on Tuesday, September 22, the State Department for Higher Education is seeking to evaluate progress towards CBET in public and private universities and assess university programs for alignment with the competency-based system.
Under the new tenders, the State Department will be seeking consultants to evaluate academic programs offered by universities for CBET.
The Ministry is seeking consultants to evaluate the academic programs offered by universities in the country, where they will determine whether they are suitable for CBET.
The consultant will determine whether courses are designed around competencies and practical skills, whether the programs have the right learning outcomes, and whether students are being trained with the abilities and skills needed for industry and employment.
At the same time, the consultant will determine and propose any changes that may be required to make the existing programs CBET-compliant.
In another tender, the Ministry is seeking eligible consultants to evaluate the progress made towards the transition to CBET in public and private universities.

The assessment will provide an opportunity to establish how universities have progressed in implementing the competency-based approach and the extent to which institutions have transitioned from the existing system.
The consultant will assess how many universities have started implementing Competency-Based Education, lecturers’ preparations, and whether an institution has the infrastructure required for CBET.
The Ministry has invited eligible bidders to submit their requests for the two openings before October 6.
Among the mandatory requirements for bidders are a Certificate of Incorporation, a valid Tax Compliance Certificate from the Kenya Revenue Authority, and a duly filled and signed Form of Tender.
The move comes three months before the CBE rollout in universities, following the government’s announcement that the program will be rolled out in December 2026, with the full rollout set for 2029.
