Kirinyaga Governor Anne Waiguru has emerged as Kenya’s best-performing governor in a new nationwide performance index assessment on agriculture, health, water management and public satisfaction.
The Politrack Africa Thematic Governors Performance Index 2022-2026, released on Saturday, July 25, ranked Waiguru first with a score of 61.5 percent, ahead of Kisii Governor Simba Arati, who scored 58.5 percent.
On the other hand, Narok Governor Patrick Ole Ntutu and Machakos Governor Wavinya Ndeti tied for third place with a composite score of 57.3 percent each.
The survey evaluated the performance of all 47 counties using four key indicators, mainly agriculture, health, water management and public satisfaction, with the final score calculated as the average of the four categories.
Rounding out the top 10 are Samburu Governor Jonathan Lati Lelelit (54.3 percent), Kiambu Governor Kimani Wamatangi (53.3 percent) and Isiolo Governor Abdi Guyo (53.0 percent).
Others are Nandi Governor Stephen Sang (52.8 per cent), Homa Bay Governor Gladys Wanga (52.5 per cent), Murang’a Governor Irungu Kang’ata (52.0 per cent) and Kilifi Governor Gideon Mung’aro (51.8 per cent).
According to the report, Waiguru’s top ranking was driven by strong performance across the four sectors, including a 68 percent public satisfaction score, the highest among all governors surveyed.

The report cited the commissioning of the Sagana Agro-Industrial Park, expansion of irrigation schemes, upgrades to Kianyaga and Kimbimbi Level 4 hospitals, and completion of major water projects behind her performance.
Arati, who finished second, was credited for distributing subsidised fertiliser, equipping sub-county hospitals with diagnostic equipment and implementing water supply projects.
The report attributed the joint third-place finish by Ntutu and Wavinya to investments in agriculture, healthcare and water infrastructure.
In Narok, Ntutu was recognised for commissioning multiple water projects and conducting livestock vaccination campaigns, while Wavinya’s administration was credited with distributing climate-smart seeds.
The survey was conducted between July 13 and July 17, 2026, through Computer-Assisted Telephone Interviews (CATI), involving 3,000 respondents across all 47 counties.
