Former Deputy President Rigathi Gachagua has alleged plans to manipulate the 2027 General Election through a controversial election technology tender involving a South Korean firm.
Gachagua on Wednesday, August 26, claimed the procurement process had already been done in favour of the company despite the ongoing tender process by the Independent Electoral and Boundaries Commission (IEBC).
“Kenyans do not know that the tender process and the result have already been preconceived and are awaiting rubber-stamping to a firm from South Korea,” Gachagua alleged.
Addressing the press in Karen, Nairobi, the former DP claimed that IEBC advertised the tender on August 11, 2026, for the supply and maintenance of an integrated elections management system and hardware equipment.
According to Gachagua, the tender is scheduled to close on September 1, 2026, but he alleged that the outcome had already been decided even before the process began.
“Mr Ethekon, what is actually happening is a mundane public relations exercise to manage the other bidders and 55 million Kenyans,” he said.
Gachagua further alleged that changes had been made within the IEBC procurement department, claiming the commission’s procurement manager had been removed and replaced with another person who he described as a puppet.
He in particular accused the IEBC Chairperson and the Vice Chairperson of allegedly pushing the tender process against the wishes of other IEBC Commissioners.
“Mr Chairman and your vice chairman have been compromised and are the drivers of this tender process against the concurrence and the wishes of the other commissioners,” Gachagua alleged.
He further alleged that senior government officials also met officials from the said Korean firm as part of efforts to integrate the company’s technology with Kenya’s electoral systems.

Gachagua claimed that the said meetings were aimed at facilitating access to the country’s voter registration database, raising concerns over the security of electoral data.
He also questioned the company’s previous involvement in elections in other countries, alleging that the firm experienced technology-related controversies in the Democratic Republic of Congo, the Philippines and Iraq.
“This is a South Korean company with a very bad history of rigging elections across the world,” Gachagua said.
He alleged that equipment supplied by the company in DRC had experienced delays and that subsequent elections had been affected by equipment malfunctions.
Gachagua further alleged that the proposed system could be used to create a new voters’ register and suppress voters in regions perceived to be opposed to President Ruto.
He listed Western Kenya, Nyanza, parts of the Mount Kenya region, Lower Eastern, Nairobi, Taveta, Lamu and sections of the Rift Valley, including Nakuru, Naivasha, Kajiado and Narok, among the areas he claimed could be targeted.
